Thailand's two coasts have different monsoon patterns, so the best time for one is not the best time for the other. On the Andaman coast, the dry season runs roughly November to April, and the wetter months are roughly May to October. On Koh Samui, on the Gulf side, Wikivoyage reports that January and February are the best months, with the rainy period from October to December and April to September fairly dry.

In practice: if you are travelling between May and September, the Gulf coast is often the drier choice.
